get a dryer for your laundry. or put the clothes away from the horse where he (or she) can't reach.
Buy it a stall ball to play with. it is bored. Maybe you could play with him some too. I knew a horse that played soccer!

If it is not possible to keep him out of the backyard, get him some toys. Someone suggested a stall ball, that is a good idea. It is easy for horses to get bored if they do not have something to keep them busy, they can easily develop bad habits.
don't corral your horse with your clothes line.
well, you could try putting a rubber mat where he digs, it would make it harder for him to dig. you could also try to move your laundry indoors or to a place where he cant get at it. he might be bored, so try giving him a friend, like another horse or a goat
