It could be a reaction to a bite or if it's just above the fetlock, it could be a pulled suspensory. If she's not lame and there is no heat in it, I'd just keep an eye on it.

If there is heat or it seems to be growing larger or she becomes lame, cold hose 3 X per day for 20 mins, couple of bute in the evening for inflammation and if it's still up within a couple of days, have a vet check it out.

Could be a fly bite. Sometimes they'll get infected and fill with fluid. Give it a few days to see if it comes out on it's own. If not, it may need to be lanced and drained.
It could be a bite, especially if it's come suddenly. Bathe it with warm, mildly salty water. If it does'nt appear to improve, get a vet to have a look at it,
The list of possibilities is long. Sarcoids are obviously a constant worry with horses. Should the lump persist a few days, I would get it checked by your local vet.
I'm not sure what the question is, but does it feel warm to you? If you push on it, does she lay her ears back or seem uncomfortable? Is it crusty? What size is it? Does it have a "head", puncture sight, or open wound (if so, DO NOT apply linament, but apply a disinfecting antibiotic cream)?

If it is less than nickel sized, and it doesn't hurt her and it isn't warm, it is probably just a bugbite.
