It's different competition levels. Just like dressage and jumping have levels- western sports do too. While in non-rodeo events such as cutting and reining people are classified into Open, Novice, Non-Pro, and Limited.the same applies for barrel racing.

1D being the highest level you and your horse can reach and 4D being the lowest. As you go up the levels the competition gets harder and pay out's bigger.

The first place winner of an entire barrel racing, pole bending or other gymkhana competition is the person with the fastest time of the entire event. If that person gets a 17 second time the person closest to but not under 18 seconds is the winner of the second division. The person closest to but not under 19 seconds is the winner of third division. 20 seconds for fourth division. The first place first division winner has the 17 second run. A person with a 17.3 would be second place for first division. A person with a run scoring 19.1 would get first place for third division. If the second slowest run is the 19.1 then a person scoring a 26 second run would be the winner of the fourth division.
