I need to know what the term is when a morgan does this. Picture below:

Yes, the expression is "to park". Morgans and other harness horses were origionally trained to park when they halted pulled a cart. It made them less likely to move or take off while standing with a cart. The position has since become common for halter and riding classes and many people don't even remember what the origional purpose of parking was!

Now parking is used to display a Morgan and some other gaited breeds for halter or performance classes. It is felt that by having them stretch they highlight their specific conformation.

A horse is trained to park by teaching them to keep their back feet still and slowly inch their front feet forward. When they are finished parking they are to always back out of the position, and not walk forward.

Hope that helps.

My computer wouldn't open the attachments but I"m pretty sure you are seeing what is called parking. Their front legs are directly under their chest and their back legs are extended out behind them. They are trained to do this for looks and it also makes it easier for people to mount and dismount because their back is not as high as they normally are.
TO "PARK"
I assume you're talking about "parking out". They are taught this so when they show, their croup is totally flattened out and they lean up on their front legs, making the shoulders look stronger. Stretching out a Morgan hides many imperfections, just as the show stance for Arabs does the same.
