Answers:it all depends on the build and type of the horse. that saddle could fit a cob of 15hands or a hunter type of about 16hands. best off getting it fitted by a saddler as the trees in the saddle to vary. you don't want to buy a horse to fit a saddle it should be the other way around buy the saddle to fit the horse.

i have a 16.3hh horse which i use 17" gp saddle on.
I think the seat size is more to do with the rider than the horse. Any horse over about 14h would be fine, except a person sitting a 17" saddle probably wouldn't fit a 14h horse very well. You can change out th rings if they rub.
Saddle fit depends on a lot of things. You could have a pony and a giant thoroughbred in the same saddle because they both have high withers and narrow backs or a pony and percheron because neither has withers!
You really need to see and know what shape the saddle fits. Where it's high, how wide in which places. A thoroughbred and warmblood of the same size may have completely different backs. This is why most saddles can be taken on a trial period.
The saddle will fit the horses that it fits. You must have a horse professionally fitted. Don't "make them fit". Saddles are like shoes, you gotta put them on and 'walk around' in them first. So, try the saddle on your horse and test ride it a few times at all gaits. A saddle must not be too small - it will cause lameness. Too big isn't very good either.
