I would NOT tightly braid the hair - that puts too much stress on the hairs and you will pull out or break what is there. Braiding loosely is okay, but be careful of using rubber bands, which can break the hair at the end. Don't braid hair on horses that are turned out, as they are likely to get the braids caught on trees or fencing and make your trouble worse.Your best bet is to not brush too often, keep the hair clean and protected and feed good feeds - that will help more than high priced supplements.

Consult your vet. I've heard of supplements to help make your horse's hair shiny and healthy, but not grow any faster than it normally would. Good luck.
steriods and sell the horse for a good price when its pumped up.
Good, balanced nutrition is your best bet. Any supplements that promote healthy skin and coat may be of some assistance if lack of mane and tail are due to nutritional deficits.

However, if you're working against genetics, don't expect too much.

Conditioning, braiding and wrapping the mane and tail will help keep what's there from being damaged. And don't overbrush. We have Peruvians which typically grow very long and thick manes and tails. The best way to preserve them is to not brush too often, and to use a detangler when we do.

use a shampoo named mane and tail.
i heard corn oil is good for coat and tail.
