Research all available livery options and prices first.

When you have an idea of what is available, proximity to your home/work and good safe riding areas, prices et cetera, then you can start looking for a horse.

Nobody will think you are stupid for being prepared. Owning a horse is a huge responsibility, anybody who shows that they are up to the task will be respected not ridiculed.

I would start looking for both simultaneously, and gather info on several places, eliminating them by weighing the positives and negatives. Of course the horse is probably the most important equation as it is the animal you will be riding, so find the horse first , then go searching for the best locale for your riding needs.

I would go for livery first - some of the best places have waiting lists. I also bought my first mare by word-of-mouth from a livery yard and a decent yard won't think you are stupid for looking before you get a horse.

It's not silly to look at yards when you don't have the horse yet. This isn't the first time someone has been in this situation.
