Why cant my horse breathe
I have to ask, is it a wheeze or a roaring sound? As they have different causes. A vet can have a quick look down it's throat and tell if there is a medical reason for this. It could be a simple thing to fix, but having said that it could be permanent damage.
Here in Australia it is illegal to sell a horse who has certain problems without telling the buyer about it. I would check out the laws where you are. You may be able to get your money back.

These horses do best with 24/7 turnout. Wet all their hay. Don't give them any access to dry hay - this means no round bales in their pastures, no old hay scraps in the barn, and definitely don't bed them on old hay or straw. If they get grain, dampen it ... there are minute traces of dust from the manufacturing process in feeds, and while these don't worry most horses, in COPD horses it can trigger an attack.
It can take FIVE days for the respiratory system to settle down after ONE SINGLE EXPOSURE to a trigger allergen.
I use 18-gal tubs with rope handles ... WalMart and similar stores have them. Put the hay in the tub and fill with water. The horse eats the hay out of the water. What isn't eaten immediately stays wet for a later munchie session. I feed hay am and pm, fresh water each time.
