If 24/7 turnout isn't possible, these are some bedding options: paper pellets or shredded paper, shavings, peat moss.
Limit exposure to dust if possible. Corrals can be sprayed with water to keep the dust down.
Keep a record of attacks and environmental conditions ... temp, humidity, pollen, mold, ozone, etc. Is a neighbor baling hay? Fertilizing crops? ( You may be able to keep the horse in a different pasture for a few days).

it sounds like possibly heaves or allergies. We had a buckskin gelding at my old barn who had heaves and he seemed to be fine when riding, and he just wheezed. Are these symptoms all year round or do they change with the seasons?
If so, it does sound like allergies. It could also be something he's reacting to. Hopefully it helped.
Have him vet checked right away. He might have closed flapper.
