Will soaking the hooves help get out the cement dirt
Keeping each foot in a pail of water is a possiblity, but it sounds very time consuming and tricky. Perhaps just take out the garden hose and soak his feet and the ground around him and keep him wet for 10-15 minutes will be enought. Then pick away and see what happens. If it's just mud it should soften easily and be picked out. If the problem is more than just mud you may need help from your farrier or vet.

The person above was completely rude and completely wrong, this is nothing huge to worry about-- at least not YET and not everyone has the money to run out the the ferrier right away-- just try soaking the hoof in a bucketful of warm water and epsom salt for about 15 minutes THEN try getting it out-- it sounds like it is just clay. If this doesn't work THEN call a ferrier out and have him get it out and possibly talk about getting her padded shoes put on, so that the clay doesn't build up again--since you can't call a ferrier out EVERY time =) but i'd wait until you tried the epsom salt soak first.
Yes, soaking would definitely help get that to soften up. It is a great way to get rid of bacteria by using an old fashion laundry soap called borax. This is safe to get on the horses skin and will not irritate it. It is a a remedy that I have used that was recommended by my Natural Hoof Care Practitioner and it was used to cure a frog infections too. This packed mud is a great place for bacteria to build up and cause infections and thrush. Good luck at getting that out and remember in most environments, a properly trimmed foot in a domestic horse is more-or-less self cleaning and functions most efficiently when it's clean. Please do not attempt to put padded shoes on your horse this will only make things worse for your horse. A barefoot horse is a happy horse and try and pick them out a little more regularly.
It is definitely worth a try, Id add epsom salt to the water as well to help draw out the cement... obviously you do not want to soak it too long and soften the hoof because it may cause damage or trush if it simply gets water underneath the cement... Id try it for about 20 minutes... give her a day to walk around a loosen it if it doesnt come out right away... and if this doesnt work then consult a farrier.
Call your farrier. It sounds like the the horse's hooves needs to see the farrier if they are packed so tightly.
i would suggest calling the farrier they have special tools to deal with this and also if you take a hose nozzle for like watering or washing your car. put it as hard as it can go and spray the bottom of the hooves out this might help it also keeps the hooves form having any thresh which can eat the hoof away casing the horse great pain or worse killing it.
