I would probably get a 2nd opinion. I am not sure why they couldn't fix this in a horse, they do it in humans all the time.

The first horse I ever learned to ride was so sweet,he stepped in a gopher hole and broke his ankle one day though. It wasn't very good and they had to put him down.

I know a horse that had this happen to him. Very scary.

Stay in contact with your vet and see if you could maybe take him to a nearby state vet hospital.
