I've got a horse the same.

These types of horses are a little bit ignorant as well as not sure about the pecking order. If this horse is not absolutely convinced that you are at the top then it will test you out to see if it can push you around.

Changing a halter will probably not be enough to change his behaviour. This will need to be addressed in all areas of your handling with him/her. Don't let anything go, make it be respectful at all times and occasionally this requires a firm hand. Horses in the wild are used to a stallion giving them a nip or kick to get them back in order so humans need to match this kind of approach when dealing with dominant horses. If he's stepping on to you when you are leading him try elbowing him back or give him a firm tap on the muzzle to get him to step out of your space. If a horse wins in one area it will be likely to test you eventually in all areas.

Probably not. Try using a chain over his nose to keep him in control. They also have special rope halters if thats what you really want. The halters have pressure points on them to calm them down.
rope halters are always better than the others when it comes to horses like that. the regular ones are like a big cushion the can lean back on, rope ones however put pressure back on the horse when he pulls back on it. its kinda hard for me to explain but you will always find better results and the horse will respond better with a rope halter.
