yes it does help. i use one with our appy mare, when i work with her on her manners.try the rope halter and doing a lot of leading work. when he/she gets into your "bubble" as i call it. gain her attention and make her back up out of your way everytime she does it. if backing doesnt seem to faze her try a longer lead line and make her work in tight little circles until she respects you. they do listen better with a rope halter i have deffinetly notices. i always use it with her when i bathe her, just incase she wants to act silly. it puts more pressure on their nose and poll area than a regular halter.
You should probably use a chain. If he pushes in front of you jerk the lead rope and make him back up. Make sure he knows that makes you irritated because if he knows that he may try more. Some people disagree with making your horse back up but that is what I do, and it cured my horse and he still backs up just fine.
I would try the rope halter first, since you don't think he is really out of control. A chain is pretty drastic. They make rope halters that have rawhide noses - that would give control without making the horse headshy about a chain. It is easy to overdo it with a chain, and the chain does not always release as soon as you do, confusing the horse.
My horse needs a rope halter cuz she'll break teh rings and everything on the normal halters. I usually swish the lead rope in the face in they barge or i yank on the halter to get there attention, letting them know that im there.

I think a chain & a butt of the whip. The handle part, the end of that. When she is in your space you poke her with the butt of the whip, that also teaches her to yield to pressure.
chains over the nose? nice (note the sarcasm). my horse was nothing but pushy. i did clicker training with him and now he walks very politely by my side with no halter on. try teaching your horse ground manners instead of resulting to harsh measures, ie a chain on his nose.
