I don't know about the stop part of it, but I was chased by one once and didn't stop because I thought it was a mocassin and I was scared.
I don't know about that kind of snake, but my dad talks about a snake called a blue racer. When he was a boy growing up in Arkansas, he said that he would chase one, then stop and run the other way and the snake would chase him. He said he would make a game of it, chasing the snake, then the snake chasing him. He said they were harmless, not poisonous. Not sure about whipcoach snakes, though.
Snakes don't make a habit of chasing people.
I'm not sure about actually chasing you, but I believe that Coachwhips are known to be quite testy and aggressive at times.
