Maybe the carpet is irritating his stomach. Or the chemicals in the carpet are annoying him.

Perhaps, just perhaps, there is something in/on the carpet that is irritating the little boogers feet. Does it act normal in the terrarium? (I am assuming you have a terrarium for it.) If it only performs that action on your carpet it's either a chemical that is bothering the feet, an odor the BD can't stand, or possibly it's just not used to carpet and is startled by the texture. You did not indicate prior behavior or age, so this is the best I can do. Hope it's a start to finding a solution.

there is a leg paralysis that beardies can get--if he seems unable to get up rather than not want to I'd get him to the vet. Does he climb up or kind of scoot or pull himself up

Is this only when he is on the carpet? Sometimes my bearded dragon does this.it could either be he isn't used to the texture or he is getting his nails caught in the carpet. If he is always doing this regaurdless of his location you should seek support from a vet as this could be the previously mentioned leg paralysis which usually results from malnutrition. good luck tho.
