This is a form of shell rot, usually caused by or aggrevated by basic care concerns. Dirty water, cool temps, rough edges, poor diet, small tanks, inadequate lighting (no UV), and so on can all cause or worsen shell rot.

The good news is that it can be treated. Fixing the care issues and letting the turtle recover in a low-stress habitat will stop it, although it will take a while for the shell to totally recover.
what kind of turtle are you talking about. aquatic, semi aquatic, land. I have seen turtle shells turn white from several reasons. Stress, water being to cold, habitat being to cold poor diet. There could be a number of reasons why. Just can't give you much info with out the kind of turtle and habitat. Please specify the information and I'll glady try to help you
