Answers:Turtles can force air through their nostrils to make a sound; some describe it as whistling or just air forced through the nostrils. That noise can be quite loud in larger turtles. It is used to show aggitation, especially when you try to pick them up. Some will make that sound more frequent, those who hate being picked up and some could care less being picked up.
Some species of tortoises will literally grunt when they are mating. That is the only vocal sound chelonians (turtles, tortoises and terrapins) can produce.
For your second question: 3 RES at $20 is about right. I have seen them as low as $5. RES are bred in the 10s of millions in southern US, mostly Luoisianna and much of them are exported. It is a big market for these little disposible pets (sarcasm). Many people buy RES on a whim and know nothing about them. They often die quickly and if they do survive the first year of poor treatment and over-feeding, they are often unwanted b/c thet get too big and cannot fit in the little bowl that came with them or the little 10-20 gallon tank.
RES sellers are shameless and breaking the law. They do not provide the buyer with all the necessary info; well I doubt them know it themselves. As well, it is illegal to sell turtles under 4" in the US. You can buy them and keep them, that is not illegal. On the vendors can be charged for selling turtles under 4" for personal use. They can sell it for educational, scientific and export purposes only.
