Yes they can and will mate, however inbreeding is not a good idea! All the bad gentic stuff in both the snakes will be dominate in the babys. Don't do it. If you want to breed then consider getting an unrelated mate! Would you want to breed with your sister or brother?

Snakes will inbreed. And it they are caged it should happen on its own. You may want to try some Barry White to get them in the mood.
