OK, lets get down to basics.
Outdoor box turle enclosures are fine as long as they either stay warm all year (a night or two of cool temps are OK if they have a snug, dry hiding place) OR a place to hibernate.
Southern Cal is usually OK (but awfully dry for most boxies), but Northern Cal is pretty wet and chilly.
Your enclusure should include a hide box that will keep it dry (and should have a thermostatically controlled heater for occasional cold snaps) as well as a place it can dig out a nice hibernation site.
