It can be expensive to get the initial habitat set up, but after that the maintenence cost is fairly low. Food once a week (price depends on the size of the food item. it's cheaper to buy bulk frozen rodents), any replacement substrate or lightbulbs etc. generally not too expensive, but it's really hard to say, it depends on the species and the setup. I suggest your brother figures out what species he wants, and then he/you can do the research and tally it up. I'm guessing he wants a ball python.

They only require rats or mice every so often so the monthly cost is minimal. Setup costs are more though. The glass tank, heater, the snake, etc.

A proper set up depends on how large the snake will get-the larget the snake, the larger the tank. Also, tropical snakes will require more heat, humidity, etc.

It varies so much depending on species and requirements but after the initial setups and they are very cheap to maintain I spent about 3000$ on my red tail setup and they cost me about 15$a month for food .. but my ball python on the other hand cost me about 500$ for the setup and snake and that snake costs around 5-8$ a month but also the setup for a python can be considerably cheaper I on the other hand like my cages looking high end I hope this helps

You'll have to make sure that you get in contact with a Hobbyist group or find a herpetologist society nearby to join and they can help you with problems, give you advise, get your food and vivariums from and other information you might need.. You'll be able to get stuff from them or they can pass you onto where they get their stuff from.. As a network they're all very friendly and happy to help you out..
