First off you get your enclosure. Most people start off with a 10 gallon aquarium and work their way up. As for a substrate you can use outdoor carpet, newspaper, or cypress mulch without complications. I keep my babies on carpet, and adults on cypress. You will need a hide box for them to feel secure. Baby balls can stress out if they dont have a place to hide. A moisture box is also recommended as they need a higher humidity to shed their skin. I dampen peat moss and put it in a bowl with a lid and a hole cut in the side and it works fine. The temperature of your enclosure should be 90 on one side for a basking area and can drop to 80 at night. The other side of the enclosure without the heat source should sit between 75 and 85. Heating can be achieved by a regular light bulb, heat lamp, or the best option is an undertank heater. Other than that, you just have to feed them. Many baby balls are finicky eaters so feeding can be a problem. Start out with appropriatly sized mice. The mouse should be the same width as the widest part of the snake. Sorry if it sounds complicating, it really isnt so bad. And once you have your system good to go then they are a ball to keep!

Johndoe's answer is really good. I just wanted to mention not to use Cedar shavings or anything made of cedar in the cage. The oils that make the cedar smell so good to humans are toxic to reptiles. They'll kill your snake. I use aspen shavings for all of my snakes. It looks nice and it wont harm the snake.
