You should fill the bottom of the cage with at least 1 inch of bedding because hamsters like to burrow. Also, I would change the bedding at least once a week, considering that you have two hamsters in one cage (it can get nasty quickly). I usually buy one big bag of bedding and use only as much as I needed during each changing. Store the rest.

Dont use pine, its not very soft or comfortable, use carefresh, its nice soft, and warm, and very absorbant so it doesn't smell as bad when they pee

12 x 8 seems pretty small for a hamster, let alone 2 hamsters, thats the size of my hamsters travel cage, as soon as you get the change, go out and buy a cage at least twice as big to make sure your hamsters live a happy life, not a cramped one

first of NO pine bedding, go to walmart and get the corn cob litter. in the past hopechest were made of cedar because rodents stayed away from it! it can cause serious lung problems and get them sick very badly
