It's a stupid question but think about it.Sharp claws.Strong teeth.Disease resistance.and can squeeze through a hole the size of a 50p coin swim and climb.and fall 5 floors unharmed(read thissomewhere)but meh

Quite feasable and not silly at all, in the war they trained pidgeons to accurately spot war ships, their training was that if they pecked at a red spot in a glass circle they got some food, the theory being that they would repeat this on the red dot in the aircraft sights (they had pilots to fly the planes!) and so accurately target the ships below.Pidgeon have also been used as you probably know for sending messages too, As rats are (in my opinion) more intelligent then who knows? Maybe they are already being trained to take fibre optic cameras into hostage/terrorist/etc situations and give the Army,etc a look at what is going on inside the building?or carry capsules of nerve gas , with a small charge,unseen into places. MMmmm worrying As a British guy has been working on (quite succesfully) an implant that you can use to remote control a computer by thought, it could i suppose mean that you could also control the direction of a mouse using the reverse technique.
