I'd say a glass aquarium. It's ok if it's cracked near the top. If you have a gerbil in a cage, he'll throw litter everywhere. An aquaruim will contain said litter, and he can't escape if you have the proper topper.

Definitely an aquarium tank with aspen shavings. The plastic cages soak up the smell of the urine and stink even after you clean them. With wire cages, the shavings go flying everywhere.
