i see nothing in your post to indicate the younger girl has 'gone off' in terms of condition but make sure shes getting loads of extra protien rich food like scrambled egg, chicken etc and maybe a suppliment like ferrete-vite/nutrical to build her up

make sure both girls are getting fresh green veg daily- spinach, kale, broccoli etc not lettuce and other mixed veg also

i feed mine a varient known as the shumanite diet, as i live in UK and cant get some of the original stuff available in US

lastly and most importantly get them into a cage and out of that tank. tanks cause a build up of stagnant air and ammonia that every day is scarring your rats lungs and storing up respiratory damage for the future, even more so if you are keeping them on any shavings or sawdust[ bar aspen] as they give off phenols[poison] everytime your rats move around
