well both make great pets rats are easier to find and better priced but they can have a horrible smell also they are quite social so its better to own two or more that are housed together as for supplys a large cage bedding chew toys food and love an attention Chinchillas are quite expensive but you dont want to go to a pet store for them you would want to go to a breeder and the price of a chin can run anywhere from 30 to 300 dollars deppending on age and color cages run anywhere from 50 to 300 dollars depending on size and brand food is hay and if you go to a pet store the bill will run to about 20 bucks a month i prefer chins to rats because they live longer and are great pets they can be kept in pairs or solitary and they are very soft chins can live up to 20 years old so you'd be in a long term pet relationship hope that helps you a bit with your desision

I say go for the rat...I just got one and i love it. Make sure you buy it from a breeder not a pet store.
Definately a Rat! I had two male rats which were so friendly. They loved human contact and were very funny to watch sometimes. If you decide to get a pair, males tend to pee a lot and fight now and again. Chinchillas would be expensive to look after and not so sociable and more delicate.
