Answers:The best cage, if you can get one, would be an all wire cage, with a metal bottom...
Make sure the space between the wires is small so they cannot get through.
Some dwarfs will use levels in a cage, but some will only use the bottom level, it depends on each hamster.
A great cage is at PetSmart, it's all white wire with a purple metal bottom, the wires are spaces very close together, it has 3 levels if they will use them. It's easy to clean and I have yet had any small animal figure out how to get out of it...
Plastic cages, a lot of animals can get out of, by learning how to open in or chewing through it.
Aquariums are awful! They provide no ventilation for the pet..which alone can cause many issues. Many hamster like to chew on the sillicon sealant in aquraiums, some eat it and get sick...Just stay away from aquariums, they're made for fish and reptiles...

A minimum size cage would be 18X12 inches. Plastic cages are better, as dwarves can squeeze out of the bars in wire cages. The number of floors depend on you and your choice. It really doesn't matter though, as long as at least one of the floor is 18X12 inches.
The bigger the better, wired or plastic doesn't really matter, but if you have the choice (which it's appears like you do), I'd go with plastic. Wire, especially the flooring, can be uncomfortable and hard on your hamsters feet. If you can afford and have the room for a two floor cage, I would go with that. The more room the run around in the better they will be. But, like your first responder already said, a 10 gallon glass fish tank is great. Cover the bottom with a layer or wood shavings. Have a wheel and a small house for sleeping and burrowing in. Have your food in a small bowl and your water hanging in a bottle. You should have a wire top to keep them out, if that were to ever happen, and animals such as cats and dogs, out. They have kinds of water bottles that can hang from the top. Good Luck!
