The scent gland has dry drainage on it. I have used a cottonball soaked in warm water & wiped it, but it isn't effective. FYI--my hammy does not have an infection, just some dried goo that I'd like to safely remove without going to the vet.
Answers:hmm i would give her a few days to see if she takes it off because hamsters do tend to clean them selves, a lot, and if it is still on go to your nearest pet store and pick up some hamster cleaning wipes, or hamster cleaning spray(but don't spray the hamster spray a tissue) Rub those on the hamster goo gently then try to take it off.

You could try taking a Q-tip to it. That will give you more precision. Try buying the spray, like Tali said, but dip the side of it in the spray bottle, and then in the water. That could really help. If it keeps coming back you should try to go to the vet and see what is wrong with your hamster.
