The crust is probably poryphin, which rats produce when they are sick or stressed. She probably has a respitory infection, and needs to go to the vet. If you can not pay for the medical bill, you need to rehome her to a place she can get the care she needs. Tell your mother that that rat is equel in every way to her and when she gets sick and is near death you'll just leave her to die.
