They definately shouldn't be near any windows or drafts such as vents and such. If your basement is cool or chilly it's really not the best place because they may get cold, especially in the winter if you're in an area that gets snow and such. I suggest the family room or a room where you spend the most time in. Over the years of having guinea pigs I've found that they like to be in the middle of everything just like anybody else. They're actually really social animals.

Guinea pigs do the best in temperatures from 60-80 degrees

If your house is air-conditioned, I suggest putting them near a window where they can get some sunlight and that will help them keep warm.

If your house is too hot, put them in the coolest room of the house and on hot days, get a frozen bottle of water and place it in their cage. They'll lick on it and lay up against it to keep cool!

Don't coop them up in the basement with no sunlight though, and make sure they'll get plenty of attention. I put my guinea pigs in a "high traffic" area of my house so that whenever we walk by, we can check on them and pet them

Well I have my Guinea pig in my room in a spot were he gets sunlight (he likes to look outside! how cute) but not to much sunlight
