my friends male dogs do that, they are showing dominance. and they are already able to breed (4 weeks is when they become able). just double check to make sure one isnt female or you may get babies, and giving birth can harm or kill your female. good luck :)
they are just astablishing authority. give it some time they will work it out. just make sure they arent hurting eachother. if they start hurting eachother then seperate them. this website might help:
