The reason for this is pretty simple...
Rodents need to procreate often because of "high" mortality rate in the wild. Males will mate with a variety of different females and need to have a pretty steady supply of semen available so they can finish the job, so to speak. The testiles seem large because they are kept away from the body so the sperm isn't too hot. This is the same in humans which is why it is recommended that men wear boxers if a couple wants to conceive.

yes its normal in rats and hampsters i have 3 male rats and all 3 are like that so dont worry he will be fine
