He may not like being in a stuffy cage with poor air flow. Why did you change from a cage to a tank originally? Remember that hamsters are nocturnal and will sleep all day sometimes only to get up at night to move about.
What litter do you use? Using cedar or pine is very dangerous in a tank where the urine mixes with the chemicals in them causing toxic fumes to build up, causing them to get respiratory infections or some may die. Even aspen can have health related problems with allergies being the least of them. The fumes may make him sick and that could be why also, if you use a wood shaving/chip litter.

When we change cages with any animals we talk to them and say things like: "how would you like to room with ..." or "how would you like another larger cage", we talk to them and let them know what we're planning on doing. Most of the time it goes well, but we have been nipped (their way of saying no to us) by some and they did not adjust to the new changes and we had to move them back to the old cages. Now we have one that needs to get his cage swapped every few months or he obsessivly chews on the wire and has chew through on one cage so it's unuseable, Where we have a small animal rescue, there are a few extra cages and it's easy for us to change them out when he gets bored of the present cage. We really don't use a lot of toys in the cages, but have set up a play yard using a storage container with things to climb on for any hamster. They each get to play there every few days or when they choose to. They seem to understand us when we ask if they want to go play by climbing on the cage door. It's taking them back to their cage that's tough. Each one gets about 15 minutes of play time there and with 19 Syrians and 11 dwarfs (one can't play in there due to being blind, we don't remove him from his surroundings that's he's used to). We also have exercise balls to play in and it's so funny to see cats run from them. We have 14 cats in the house at any time and they never bother them. Most were raised with other animals like a rabbit for 7 years, but the smaller, small animals have only been here for about 3-4 years and they know not to go after them. Our one mouse, Peter Pan (yes, we have a Wendy and a Tink too), got out last night with 10 cats in the house and he came over to my desk with a cat sitting behind me and the cat took off.
My hamster has a 3 storey cage and sometimes moves all his bedding to different levels in random places, its just the way they are. He is over a year old and has always been the same. They are active, bustling, busy creatures when awake.
