When I go put my hands in his cage to pick him up by putting my hands near him he always flips out. Is there a reason why he does this? Pete, my hamster, is a russian dwarf hamster, and quite young.

He is scared of you. Russian hamsters are not the most friendly breed. this could be just the way he is. But keep trying to handle him and let him take treats from your hand. The more a hamster is handled the more tame and sociable it becomes.

Inside the cage, he feels as though you are invading his space. He's just being protective.

i had russian dwarf hamsters they dont like humans that much they prefer to be in colonies (with other dwarfs)
Well he might feel like you are invading his territory But he probably will stop doing that after a while!
for some reason they don't like being handled in their home, maybe they view it as someone trying to prey on them, like in the old days in the wild.
