I know in dogs, humping is a dominance thing. It's a way of showing who's boss.
I don't know a lot about guinea pigs, but males of most animals can be territorial. Perhaps the older guy is just showing they young'un that he's in charge.
So if they are definitely both males, perhaps that's what it is.
Males like to hump other guinea pigs whether they are male or female. I wouldn't worry about it. He should calm down in a few months once the little one gets bigger and can defend himself. It is a dominance thing.
If they are for sure both boys, its just a matter of dominance. Its perfectly normal. Hes just trying to show him whos boss:). I would keep an eye on him. This isnt usually a big deal, but on rare occasions the dominany one can become aggressive towards the other.
