How long have you had him? When you pick him up are you supporting him with two hands? How often are you holding him? The more you bond with him the friendlier he will become. Start a schedule, and stick to it. When he is out with you, if he 'pop corns', jumps around and makes happy squeals, then he is happy. If he is skittish when you attempt to get him out of his cage, that is pretty much normal. Hold him close, reasure him he is safe and loved! He will come around!
How long have you had him for now? Is it about 1 week? Often it takes several weeks, even years to get guinea pigs to the stage where they will just hang their heads over the edge of the cage wanting a pat.
Are you doing floor time each day? By doing floor time your piggy will get the exercise he needs along with a balanced diet of pellets (alfalfa if he is under 6 months), hay and fresh produce.
You should cuddle him every day, this way he will get to know you. Start up a routine (fed at 7am, cuddles at 8 am, floor time at 4 pm, fed at 7pm or something similar) and stick to it. Guinea pigs often prefer a routine and will become to look forward to cuddle and floor time.
Guinea pigs are herd animals by nature thus why they do far better in pairs. Many notice big changes in the way their guinea pigs act, often far more happier and active. You should consider getting another one.
