OK, first, Parrots are not decorations.

Consider this carefully. They are as smart as CHILDREN and need about as much time, attention, activity, and stimulation as a preschooler. I'm very serious!!

Please do more research on parrots. Get books and talk to people who own them.

They are messy and destructive. I swear they can shoot poop surprising distances. Feathers shed this powder that gets everywhere. Feathers get everywhere. They have to chew wood to keep their beaks sharp. Sharp enough to take a man's finger off. Seriously.

They're LOUD. They scream to claim territory, they cant be trained out of it because it's instinctive behavior.

In a bar environment they will encounter influences they don't need. Parrots live over a hundred years. Learning to swear from drunken bar patrons will not make him welcome anywhere. What will he do once you are gone? What will you do with him once you don't have the bar anymore? It's a tough industry and you will want to retire one day.

Cigarette smoke is more dangerous to birds than any other animal. They have huge and delicate lungs that can't take the constant irritation.

They have special diets. You will have to learn and provide proper nutrition for the parrot. It's like feeding a small child, and they can be just as picky.

Consider stuffed ones. They are cute and only need occasional dusting. You can get suprisingly lifelike ones. Contact movie prop places.

Your establishment would have to be a smoke free bar. Birds cannot tolerate any air born irritants. Also, the parrot would have to be positioned in a place where obnoxious patrons could not taunt it. So, to answer your question, "Honestly no!" It would not be a good atmosphere for a creature so sensitive as a parrot.
What are you asking, as long as the Parrot is well cared for and nurished, it will survive in almost any envierment.
If you don't serve it food it won't survive.
